Due to insufficient parking spaces, people are forced to double park their cars by lining them up in front of the regular spots. The gears are left in neutral, so they can be pushed back and forth in order to get your car out.
Simple enough except that there are times when you have to move 3 or 4 cars to create the space in front of your car - not unlike one of those sliding tile picture puzzles.
It's not uncommon to see a 95 lbs Thai girl in high heels leaning up against the back of a 2 ton SUV, so she get get her car out.
